Review - Queensland Registered Lobbyists Code of Conduct

The Office of the Queensland Integrity Commissioner is conducting a review of the Queensland Registered Lobbyists Code of Conduct (Code) and other lobbying matters. The Integrity Commissioner is calling for participation from lobbyists, government and Opposition representatives, and other key stakeholders to help shape the Code’s future and ensure lobbying in Queensland meets public expectations of transparency and integrity.

Why review the Code

The Code sets the standards of conduct for registered lobbyists when communicating with government and Opposition representatives. It has not been substantively amended since 2013. The review aims to seek feedback that will be used to inform:

  1. changes to the Code, including a new conflicts of interest policy
  2. the development of training and education about lobbying
  3. other improvements to lobbying regulation in Queensland.

How to contribute

1. Review the consultation paper

A consultation paper has been published outlining the issues being considered and posing questions for feedback. It is advised to read the paper before making a submission.

A submission template and online form are available outlining the key issues to address in a submission. They have been designed to help people share their feedback and ideas clearly and effectively.

All submissions will be carefully considered by the Integrity Commissioner as part of the consultation process. Your insights will help ensure the Code continues to support integrity and transparency in Queensland’s lobbying practices. The new Queensland Registered Lobbyists Code of Conduct will be shared with all stakeholders once it is ready. It is expected to be developed by the end of September 2025.
