Lobbyist foundational training

All newly registered Queensland lobbyists are required to complete mandatory foundational training within 2 months of registration as per Directive 01/25 . This training is designed to ensure lobbyists understand their obligations under the Integrity Act 2009, the Code of Conduct and directives issued by the Integrity Commissioner. The training will ensure that lobbyists are equipped to engage with government and Opposition representatives in a transparent and ethical manner.

Temporary exemption for lobbyists registered between 15 May 2026 and 30 June 2026

A temporary Directive 02/26 has been issued for lobbyists registered between 15 May 2026 and 30 June 2026, allowing additional time to complete the mandatory foundational training. Lobbyists registered during this period have until 31 August 2026 to complete it.

This exemption provides registered lobbyists with extra time to complete the training due to a new foundational training program launching July 1 2026.

New online training platform

A new self-paced online training platform will be introduced to help lobbyists complete their mandatory foundational training.

Until the platform is available, a short fact sheet has been prepared to outline key requirements you need to know as a newly registered lobbyist.

About the training

The training will consist of 10 modules and a series of knowledge checks to ensure lobbyists have understood the content.

Lobbyists can start the course at any time once they are registered and will have 2 months to complete it.

Topics

The training modules will cover the following topics:

• Purpose of regulating lobbying, overarching transparency and integrity.
• What type of lobbying is regulated in Qld.
• What offences are there in Qld in relation to the regulation of lobbying
• Understanding and adhering to the Lobbyists' Code of Conduct and directives.
• Registration application for new registered lobbyist with an entity.
• Compliance and annual returns obligations.
• Regulatory power of the Integrity Commissioner (including non-compliance and sanctions).

Duration:

You should allow 2 hours  to complete the training.

Assessment:

To successfully complete the training, lobbyists are required to complete mandatory knowledge checks throughout the modules. These knowledge checks consist of multiple-choice questions, and you must answer them correctly to progress and finalise the training.

Completion requirement:

Failure to complete the training within the required 2-month timeframe may result in suspension or cancellation of registration.

Registration process:

All newly registered lobbyists will receive an email from integrityqld@tribalhabits.com requiring you to register for the training platform.

Follow these steps to complete your access to the online platform :

1. Look out for your training invitation email

• You will receive an email confirming you have been activated as user in the online learning system – Tribal Habits.
• You must activate as a user before you can access the online platform from the login page.
• The email will come from integrityqld@tribalhabits.com. Please check your junk or spam folder if you don’t see it in your inbox.

2. Set up your account on the Tribal Habits platform

• Open the link provided in the email.
• Follow the instructions to log in and activate your account. You will need to create a new password.
• Save your login details, as you will need them to access the platform again if you select to do the training over multiple sessions.

Can other employees at the lobbying entity do the training?

Anyone within a registered lobbying entity that has lobbying management and compliance responsibility is recommended to attend the training. Email training@integrity.qld.gov.au or call the office 07 3096 6406 to arrange registration.
